     University of Taipei is the only municipal public university in Taiwan. It was established in 2013 through the merger of two institutions: Taipei Municipal University of Education and Taipei Physical Education College. Drawing on its strong foundation in teacher training, outstanding achievements in athletics, and its forward-looking role as a metropolitan academic hub, the university has built on the success of the first phase of the Ministry of Education's Higher Education Sprout Project. For the 2024–2028 academic years, the university has positioned itself as a "comprehensive university driving urban development," and continues to advance in three key directions: becoming a Paragon of Teacher Education, a Incubator of Gold Medalists, and a Think Tank for Urban Studies. These efforts continue a century-long tradition of teacher training, foster excellence in sports education, and support the development of professional strengths across all colleges and departments in alignment with the city's growth.

     In August 2013, UTaipei established the Chinese Language Center as a task-based unit under the College of Humanities and Arts. To further expand its Mandarin language education initiatives, the university formally founded the "Mandarin Learning and Global Education Division" in June 2024 as a second-level unit under the Office of International Affairs. Accompanying regulations were enacted to promote Mandarin language education and strengthen international cultural exchange. Additionally, UTaipei offers an interdisciplinary Master's Program in Teaching Chinese as a Second Language, which allows for the in-house cultivation of high-quality Mandarin instructors. The university's Mandarin programs reflect its three institutional development goals by offering culturally rich and distinctive courses that incorporate the metropolitan character of Greater Taipei and integrate diverse elements, including sports education, supported by a team of professional language instructors.
